A five-day (36 hours) training program designed for law enforcement officers who are beginning to work undercover or have worked undercover for some time. The basic portion of the course will be essential for newer undercover officers and definitely provide veterans with a solid reminder of important principles of working undercover. The course will move into advanced undercover techniques and audio/video surveillance techniques that are rapidly changing with the introduction of new technology. The “survival” portion of the classroom instruction will definitely impact all undercover officers and assist them in keeping themselves safe while working in undercover operations. Officers who participate in covert operations are not born with the talents needed to perform effectively and safely in undercover situations. These talents are developed from experience, hard work and training. This program will provide officers with the techniques and survival tactics necessary to develop or compliment their present undercover experience. Often this can make the difference between success or failure and safety or injury and assist them in staying safe while working undercover operations.

Group discounts are available.  Tuition cost includes the cost of the instruction, handout materials, copy of The Art of Undercover: Techniques and Survival, and certificate of completion.

Classes will be held daily from 8:30 AM to 5:00 PM.  Dress is casual. 

Out-of-town students should make their own lodging arrangements.

Instructors

GUY DANIELS – Sgt. Guy Daniels is a twenty-three-year veteran with the Jacksonville Sheriff’s Office, with over fifteen years’ experience as a narcotics detective. Guy started his narcotics career with street-level tactical units where he participated in several hundred undercover operations over a fifteen-year narcotics career. During this time, he participated in several long-term undercover operations and was asked to join the DEA as a task force officer. Guy is a member of the Clandestine Laboratory Entrance Team as a certified site safety officer and is tasked with Meth related training for the department. In 2007, Guy started S.W.A.N. Tactical Training as an organization specializing in narcotics based training for state and federal law enforcement. Since 2007, Guy has developed and instructed multiple classes related to narcotics and undercover techniques throughout the United States for State and Federal agencies to include; the U.S. Army, Drug Enforcement Administration, Nevada and Florida HITDA, Florida Department of Law Enforcement, Florida Narcotics Officers Association and the Annual Covert Operations Training Conference (Las Vegas, NV).  Det. Daniels served with the 82nd Airborne Division and participated in combat operations in Iraq (Operation(s) Desert Shield and Desert Storm).

CHRIS NISSEN- Special Agent Chris Nissen is a twenty-two year law enforcement veteran, currently with the Iowa Division of Narcotics Enforcement, with over 18 years years experience in narcotics investigations. Chris started his narcotics career as an investigator with the Spencer (IA) Police Department and began working federal level drug and firearms related cases in 2001. Chris has been employed with the Division of Narcotics Enforcement since 2006 and currently investigates mid to high level drug trafficking and firearms cases throughout the midwest and nationwide which has led to the prosecution of hundreds of defendants. During this time Chris has been the lead case agent on multiple Organized Crime Drug Enforcement Task Force cases and has been deputized by the Drug Enforcement Administration. Chris has been involved in several long term undercover operations during his career. Chris began assisting with instruction of the Advanced Undercover Survival Course in 2008 and has conducted presentations for the Iowa Narcotics Officers Conference and the annual Covert Operations Conference in Las Vegas, Nevada. Chris is a proud veteran of the United States Air Force.

WILLIAM "Bill" NELSON -  Bill Nelson is a thirty-two year veteran of law enforcement and has over seven years experience as a supervisor running under cover operations as well as working under cover.  In 1991, Bill began his career in law enforcement with the Sumter City Police Department in South Carolina and in 1995 he moved to Florida and joined the Jacksonville Sheriff's Office.  After fourteen years with JSO, as a Patrol Officer, Bill then became a Patrol Sergeant in 2009.  In 2016, Bill moved to the Vice/Narcotics unit where he supervised and participated in hundreds of under cover interactions.  In 2018, he transitioned to the Integrity Unit where he currently works. As the Integrity Sergeant, Bill specializes in public corruption cases, human trafficking targeted operations, and murder for hire operations. 

JOHN “Chief” MORIARTY - John is a 31-year veteran of law enforcement, 24 of which have been in an investigative capacity. John started as a uniform patrol officer with the Sumter City Police Department in South Carolina in 1992. In 1995 John transferred to the Montgomery County Department of Police (MCPD) in Maryland where he served as a patrol officer until 1999. In 1999 John was promoted to a “plain clothes” detective with the 3rd District Special Assignment Team with MCPD. In 2003 John took a position with the MCPD Auto Theft Unit as a Task Force Officer and was detailed to the United States Marshals “Washington Area Vehicle Enforcement” (WAVE) Task Force.  The WAVE Task Force was responsible for locating and capturing individuals who had stolen or carjacked vehicles in the Washington DC Metropolitan area. In 2007 John transferred to the MCPD Repeat Offender Unit where he was immediately detailed fulltime as Task Force Officer with the US Marshal Capital Area Regional Fugitive Task Force (CARFTF). The primary function of the Task Force is to conduct complex criminal fugitive investigations and apprehend fugitives that have either fled from the Washington DC Metropolitan area or are currently wanted by another law enforcement jurisdiction and have fled to the Maryland, Washington DC area. During his tenure as a Special Deputy US Marshal with CARFTF, John served as a Team Leader for 10 years. During his career, John has participated in undercover operations to include narcotics, stolen property, murder for hire and as well as gang investigations leading to Racketeer Influenced and Corrupt Organizations Act convictions. John is still with CARFTF and works primarily on “Cold Cases” and international fugitive investigations

Founder

CHARLIE FULLER – Retired Bureau of Alcohol, Tobacco & Firearms Special Agent. Charlie has 27 years of law enforcement experience with expertise in undercover, electronic surveillance and training. He was a Program Manager at the ATF National Academy for six years. He was responsible for the Undercover and Field Operations Training Programs. He is the author of The Art of Undercover: Techniques and Survival, a complete "how to" work undercover textbook. Charlie currently presents undercover and survival techniques and  tactical training programs nationwide.  He is also the Executive Director of the International Association of Undercover Officers.
